Get a consultation by ID

Full detail for one public consultation (consulta pública): title, description, publication window, and external_link (citable source URL, may be null). Consultation ids are globally unique; no country_code needed.

Data sources: official public-consultation portals and ministry sites — e.g. SUCOP and sector ministries (Colombia), Ministerio de Energía/Economía/Salud (Chile), Aporte Cívico (Ecuador), participa.br (Brazil). external_link points to the official consultation form or notice.
