Voting history for an actor

Paginated voting records by this actor. Each record links vote → bill → update and includes vote_value (sí/no/abstención), party, and bill context. Tip: use get_actor_summary(actor_id) to get actor + recent votes + bills in one call.

Data sources: official roll-call and voting records published by the chambers (Brazil, Argentina, Mexico, Panama, Ecuador). Each vote links back to the bill and the legislative update it was cast on. external_link (when present) is that update's own source link, not a document of the vote itself — null when the vote has no linked update (~80% of rows, see project_information instead) or the update has no captured link.
