Create a calendar event

Books an event, organised by the member behind this credential, and invites the colleagues named. A timed event sends starts_at and ends_at; an all-day one sends start_date and end_date (inclusive) — never both pairs. Each guest is told, and may answer. One event is one unit of the organisation’s monthly allowance however often it repeats. Not idempotent: calling it twice books two events.
