Revert a scheduled seat cancellation

Reverts a seat's pending end-of-period cancellation. 400 CANCELLATION_ALREADY_EFFECTIVE when nothing is scheduled or it already took effect; 400 INVALID_CANCELLATION_SOURCE when the whole subscription, not this seat, was scheduled to cancel.
