Reactivate entitlements template

Reactivates a previously deactivated entitlements template, making it available for assignment again. Regulated users can only reactivate regulated and customer templates.

Required entitlement: regulated.templates.canEditEntitlementTemplate
Entitles the regulated user to create, update, and manage entitlements templates for their regulated entity
