Fetch the auditable ARC wallet-attribution bootstrap

Returns the historical Node.js client retained for audit and already-attributed recovery. The client supports any existing EIP-191 wallet and does not create, import, or export a key. ARC/v0 is complete; campaign validation refuses new attribution.
