Api Officers

Legal representatives and administrators. The only route that serves personal data.

Keyless like every other verb since 2026-09-05 (docs/go_to_market.md). Every read is still written to request_log — with the key when one was sent, anonymous otherwise. Names only: birth date and birth place never leave the database, and tests/test_pii_audit.py pins that.
