Transfer Ownership

Hand the organization to another active member (owner only).

Without this an org is unrepairable from the product once its owner leaves: the owner cannot be edited or removed, and no other path rewrites owner_user_id. The previous owner is demoted to admin rather than removed, since losing the seat is a separate decision from losing the title.
