Schedule (or cancel) account deletion.

Default flow: marks users.deletion_scheduled_at = NOW() + 30d, revokes every session and api key the user owns, and cancels any Stripe subscription at period end so paid entitlements survive until the already-paid window closes. The retention sweep (api/cleanup.py) hard-deletes accounts whose grace window expires.

cancel=true cancels a pending deletion before the sweep runs.
