Cluster by id

Min tier: free. One persistent funding cluster by its stable id (clu_0x<40 hex>): the pre-aggregated cluster_stats row plus the member list (wallet + role), capped at 500 members. Reads the worker-maintained read-model; it never recomputes a graph on the request path.

Route note: this lives at /clusters/by-id/{id}, not /clusters/{id} — the sibling dynamic segment at /clusters is {funder} (the funder-graph route), and two different path-parameter names cannot share a route level.
