Create a draft or send a pack to review

Without submit the pack is saved as a draft the author can finish in the dashboard. With submit: true it goes to moderator review and needs fileUrl, previews, shortDescription, description and categories. fileUrl and previews must be files uploaded with /api/v2/vendor/uploads.
