Delete a custom metric definition

Removes the metric from Eng Intelligence. Its recorded data points stay out of reach, and creating the key again starts with no data. Only PUBLIC_API metrics can be deleted through the API. API key must have the Configure Eng Intelligence custom metrics permission.
