Create an office user and their company mailbox

Creates the Keycloak account with a generated password and the office roles, the users row (password change forced at first login) and the OVH mailbox named after the login. The two passwords are emailed to personal_email; without one, or when the email fails (credentials_email_error), they come back in the response. 400 when the email is not on the company domain or a role is not an office one; 409 when the account or the mailbox already exists; 503 without the OVH keys.
