Find the API onboarding this platform started for an e-mail (platform key)

Platform keys only. Answers whether THIS platform already started an onboarding for the e-mail, in the environment of the key — so a platform can check before repeating a POST /accounts. It never tells whether the e-mail has a Cooud account of its own or belongs to another platform: data is empty for any e-mail this platform did not onboard.
