Warning starts at a bounce rate of 0.05 or a complaint rate of 0.001 and does not block sends. Sending pauses at a bounce rate of 0.10 with at least 5 bounces, or a complaint rate of 0.005 with at least 3 complaints. Bounce wins when both match. Counts match GET /api/v1/metrics/rates with no inbox id. Requires message_read. An inbox-scoped key receives the account status. A key without message_read is 403 permission_denied.
