Verify a custom domain now

Runs the cron DNS check for this domain, stores per-record status, found, and hint, plus warnings, and fires domain.verified once on the pending to verified transition. At most once per 60 seconds. HTTP 429 rate_limited includes Retry-After, and the JSON error includes retry_after_seconds and resets_at with that same delay. Another account's id is 404 domain_not_found. Which records are valid, missing, or invalid is unchanged.
