Get app status-class time series

Per-bucket 2xx/3xx/4xx/5xx request counts for one app, zero-filled to a fixed length: 24 hourly buckets for range=24h, 7 or 30 daily buckets for range=7d/range=30d.

Requires Sentinel built with the traffic Cargo feature AND TRAFFIC_ENABLED=true at runtime; returns 404 otherwise.
