Create a variant

Adds a variant at 0% traffic (not served until given traffic via traffic_split). Without template_id the variant is empty and answered 201. With template_id (GET /api/v1/templates) the variant row is created right away (building: true) and answered 202 while a job copies the template content and runs the AI remix when remix.remix_all_text asks for it; building flips to false when the job finishes, with build_failed: true if it failed. Nothing is published. Requires campaigns:write.
