Export a signed Memory Interchange Format (MIF) bundle

Streams the caller's tenant contexts + context_links + context_chunks (optionally scoped to one workspace, optionally incremental via since) as a signed .tar.gz MIF bundle. Wire format: docs/interchange/mif-spec.md.
