Raise a project's board id floor (T937)

The next minted board id (T<NN>) is one above the larger of the highest id held by a goal node and this floor. A board switched from git keeps ids that exist only in its tracked archive; the switch writes their maximum here so the mint never re-issues one. Monotonic: a lower value leaves the floor unchanged, and the response carries the floor in force.
