Admin resolution of a quarantined context (T350/T364)

approve moves lifecycle back to working (clearing tainted / quarantineReason), applying edits first when supplied ("edit-then-approve"). reject moves lifecycle to archived. Admin/owner (JWT) or an API key with admin scope only.
