A library id starting with / (/org/repo, /org), or a root domain (stripe.com).

requestType'allow' | 'block' | 'unallow' | 'unblock' | 'except' | 'unexcept' required

allow/unallow edit the allowed list (select mode), block/unblock the blocked list and except/unexcept the exceptions list (quality mode).
