Get the stored waveform peaks of an audio or video file

Peaks a browser computed and stored with PUT. peaks is base64 of buckets (min, max) pairs of signed bytes (format i8mm, value / 127 gives -1..1). Answers with an ETag and honours If-None-Match (304). Unknown, foreign, non-media and container-denied files are the same 404 as a file with no waveform yet.
