List agent skills

Returns metadata for skills without their bodies, feeding the chat slash commands and the AppConfig Skills tab. Hidden skills are excluded from this listing — they are never offered to users or the model. Admins may pass ?include=content to receive every skill (hidden included) with its SKILL.md source for the editor. Skill content is authored through the Grafana plugin admin API (jsonData.skills.entries), not through this endpoint.
