List Audit Attestation Manifests

Lists the signed attestation manifests of the caller's own tenant, which chain the audit log into a tamper-evident sequence. Tenant-level: only the roles that hold EdgeService:owner (Super Administrator, AI Governance Administrator). Fails with FAILED_PRECONDITION when the warehouse has no attestation.
