Dev-only close pre-grad market for refunds

Local-network development tool: not registered on deployed networks at all. On local it additionally requires POPCHARTS_DEV_TOOLS_ENABLED=true. Gets the local chain past the market graduation deadline, calls PregradManager.markRefundable, and updates the indexed market projection. Where the local chain cannot warp its clock the deadline is waited out in real time, so the call takes as long as the market has left in its graduation window and refuses outright when that is more than 90 seconds.
