Webhooks

List filtered redacted delivery diagnostics and dead letters.

Returns data and nullable nextCursor for bounded older-delivery navigation. Response bodies are whitespace-normalized, size-bounded excerpts; request headers, secrets, and raw payload diagnostics are never returned.
