Poll durable lifecycle and publication events

Requires events:read. Returns a raw array, ascending realm-local sequence. Persist event IDs and cursor with consumer updates. No server acknowledgement endpoint. Separate event-reader grant supports terminal lifecycle reads while a realm is inactive.
