Create project field options

Make sure a project field has an active option for each value. Values that already have one, compared case-insensitively, are returned in existing instead of being created again, so the request is safe to retry.

Organization admins can add options to any field, and adding the value of an archived option restores it. Other organization members can only add options to fields with an open option policy, and cannot restore archived options.
