Create Seller

Given the verification information, register a seller to a marketplace.

When the seller must complete additional verification the API responds with a 451 containing a verificationLink. Send the seller there; once they finish, they are returned to body.redirectUrl when supplied, and otherwise to the marketplace's Coinflow seller login page.
