Analysis Build

Consolidated analysis: one raw fetch → series + summaries + correlations.

The mobile analysis page calls this instead of the three single-purpose endpoints, so a Build fetches raw measurements once (and only the uncovered gaps, via the Layer 1 cache) rather than three times.

Returns the same payloads the legacy endpoints do for the same request, including their per-endpoint resample defaults: series/summary default to "None" and correlations to "D" when the client omits resample (when resample is provided, all three use it). correlations is None for fewer than two metrics, so the client can drive its empty state.

To bound payload size, the series + summary resample is downsampled to a coarser rule when the requested one would exceed :data:SERIES_POINT_BUDGET points across all traces; when that happens a notice describes the change so the client can surface it. notice is None otherwise.
