Remove a team member (idempotent)

Remove a user from the org: suspend (never delete), revoke their API keys, devices and pending invites, drop their home link to it and withdraw the admin basis of the GitHub installations they bound. Idempotent: removing an already-suspended member answers 200 already_absent — and still revokes anything that member kept (e.g. a seat-downgrade suspension).
