Activate an organization server deployment and mint its Compute-Unit license

Mint the deployment's Compute-Unit license. An org-level credential grant: admin+ (a member principal re-read from the database — never a device license or service key), and only an OWNER may re-bind an existing deployment to a different deployment key.
