Lists every API-billed machine currently metering your wallet (running OR stopped — stopped bills at the storage-only rate). current_run_rate_cents_per_hour is the summed instantaneous burn rate. Test-mode keys return an empty fleet (active: [], rate 0). 1 credit = 1 cent.
