在指定仓库中创建一个新的 Git Blob 对象。通过请求体传入文件内容（Base64 编码），返回创建后的 Blob SHA 值。通常与创建 Tree 和 Commit 接口配合使用，实现通过 API 提交文件。 Create a new Git Blob object in the specified repository. Pass file content (Base64 encoded) in the request body, returns the created Blob SHA.
