Add Prometheus Remote Write metrics integration

Add a Prometheus Remote Write metrics integration (Prometheus-based).

Available on all LavinMQ clusters and RabbitMQ clusters running version 3.10.0 or later.

Broker and server metrics are pushed to any Prometheus remote write endpoint. Works with self-hosted Mimir, Thanos and VictoriaMetrics.

For Grafana Cloud, use the dedicated Grafana Cloud metrics integration instead.

The endpoint must be an HTTPS URL including the remote write path, for example /api/v1/push for Mimir, /api/v1/receive for Thanos or /api/v1/write for VictoriaMetrics.
