Add Datadog v3 metrics integration

Add a Datadog v3 metrics integration (Prometheus-based).

Available on all LavinMQ clusters and RabbitMQ clusters running version 3.10.0 or later.

Note: If tags are used, the value part must start with a letter. See Datadog tagging docs
