Add CloudWatch v3 metrics integration

Add a CloudWatch v3 metrics integration (Prometheus-based).

Available on all LavinMQ clusters and RabbitMQ clusters running version 3.10.0 or later.

AWS IAM role ARN with PutMetricData permission. Must match arn:aws:iam::<account_id>:role/<role_name>.

The role's trust policy must allow the CloudAMQP AWS principal arn:aws:iam::714915985929:user/cloudamqp-metrics-publisher to assume it.

iam_external_idstring

(Optional) External identifier for IAM role (e.g., cloudamqp-abc123)

tagsstring

(Optional) Enter tags like env=prod,region=europe

metrics_filterstring[]

(Optional) Metrics to include in the integration export. When omitted, the default metric set is used.
