Add Google Cloud log integration

Add a Google Cloud log integration. Broker logs are shipped to Google Cloud Logging via the OpenTelemetry Collector (OTLP).

Credentials are the individual fields from a GCP service account JSON key file, do not upload the raw JSON file.

Note: when listing integrations, only project_id and client_email are returned; all other configuration fields (including private_key) are redacted. This differs from the metrics stackdriver_v2 integration, which keeps a few more fields visible.
