Add a CloudWatch Logs integration.

Need to create an IAM user with programmatic permissions: CreateLogGroup, CreateLogStream, DescribeLogGroups, DescribeLogStreams, PutLogEvents

Optional permissions for retention and tags: PutRetentionPolicy, DeleteRetentionPolicy, TagResource

We recommend using CloudWatch for new integrations, which ships logs via the OpenTelemetry Collector.
