Add CloudWatch v2 log integration

Add a CloudWatch v2 log integration. Broker logs are shipped to AWS CloudWatch Logs via the OpenTelemetry Collector (OTLP).

Unlike the legacy CloudWatch Logs integration, only IAM role authentication is supported (no access keys).
