Add Azure Monitor v2 log integration

Add an Azure Monitor v2 log integration. Broker logs are shipped to Azure Monitor through the OpenTelemetry Collector using native OTLP ingestion.

Authenticate with Microsoft Entra ID using the OAuth 2.0 client credentials flow. Provide the tenant ID, application (client) ID, and application secret.
