Import a video from a public URL (YouTube, etc.)

Downloads with yt-dlp (≤ 1080p). Same quota checks as upload (402). Returns the video immediately with status: processing, progress: downloading, title = the URL until metadata is known. Duration/size limits are enforced after download: the video becomes failed with a clear error. Poll getVideo until status is ready or failed.
