Arrange Compilation

Rebuild the compilation's membership in the requested format.

Destructive by design: replaces every membership row (manual trims and ordering included) — the FE confirms before calling. A degraded result (LLM/validation failure → chronological order) still returns 200; the outcome is reported in arrangement_metadata.
