Execute a provider quote (metered, settlement-linked)

Runs the provider-backed capability priced by the quote. Requires an agent actor with an active lease, and the quote's owner. Pay either by referencing a pre-funded spend envelopeId in the body, or — when no envelope is supplied — via the x402 payment handshake: the first call answers 402 with a PAYMENT-REQUIRED header, the agent retries with an X-PAYMENT header carrying the settled payment.
