Pause Subscription

Pause a tenant's subscription.

Terminates the subscription in Lago and stores the pause state locally. Billing stops and the Claims API is blocked for this tenant.

Use the resume endpoint to reactivate the subscription. The remaining subscription time will be extended by the pause duration.

Idempotent: pausing an already-paused subscription returns 200.

Access: mtk_admin and super_admin (scoped to hospital group)
