Delete Company

Delete a company. Caller must be a workspace member.

The Postgres FK from claims.company_id is ON DELETE RESTRICT, so deleting a company still referenced by any claim raises IntegrityError. Translate that into a 409 with a helpful message rather than a raw 500.
