Activate Apportionment Methodology

Switch the claim to use methodology-derived rates for cost calculation.

Admin-only. After this, cost calc reads proposed_rd_percentage (the workflow's output) for any rate that has one, falling back to manual rd_percentage for out-of-scope employees and any rate the workflow hasn't computed.
