[Sandbox] Remove blocked reason

Remove a blocked reason from a filing to simulate resolving a filing failure. Sandbox-only: in production this endpoint returns a 404.

Once the last blocked reason is removed, the filing transitions back to pending. Removing a blocked reason that is not present on the filing has no effect. Returns the updated filing. An updated webhook with the company_filing topic is sent.
