Change Email

Step 1: Request email change - send verification code to new email.

Requires current_password to re-confirm identity before initiating the change. Email is the root-trust anchor of the account (used for forgot-password and security alerts), so a live JWT alone is not sufficient authority to swap it. See the secure-email-change OpenSpec change for the threat model.
